Federal Railroad Administration Opens $1B Rail Grant for States and Cities

The Federal Railroad Administration (FRA) is offering over $1 billion to states, cities, and public entities to enhance intercity passenger rail outside of the Northeast Corridor. Funded through the 2021 bipartisan infrastructure law, the initiative aims to improve rail infrastructure, reduce congestion, and expand reliable transit options in underserved areas, according to FRA Administrator Amit Bose.
“The funding we’re announcing today will help add new train routes and improve existing train lines across the country – another important step the Biden-Harris administration is taking to deliver world-class rail to Americans,” said U.S. Transportation Secretary Pete Buttigieg.
Urban Mobility: The new funding follows $8.2 billion in grants awarded in December 2023, supporting 10 projects like high-speed rail, upgrades to Chicago’s Union Station, and a new rail route from Raleigh to Wake Forest, NC. Eligible projects under this program include those that enhance safety, reliability, or provide new rail services. Funds can also support planning efforts, such as environmental reviews.
“This additional funding through Fed-State National will further expand intercity passenger and high-speed rail services across the Nation,” said FRA Administrator Amit Bose.
“This funding addresses infrastructure needs, reduces congestion, and expands access to reliable transportation options for people living in underserved regions; all while honoring FRA’s commitment to working with states, Tribes, and stakeholders to reshape America’s rail network and lay the foundation for its future.”
Jennifer Mitchell, former FRA deputy administrator, highlighted the FRA’s focus on expanding passenger rail service across the Southeast and Midwest. The biggest challenge, she noted, has been “getting money out the door.”
She added, “That goes a long way to making the case longer term for more funding.” According to Mitchell, the FRA has “redoubled their focus on grant obligations,” referring to their commitment to disburse funds.
